<p> <strong>New Safety Course Offered for Motorcycle Riding Season</strong></p>
<p>PennDOT Urges Motorcyclists of All Skill Levels to Enroll in Free Safety Courses </p>
<p> <strong>Harrisburg</strong> – With spring’s arrival, PennDOT reminds motorcyclists of all skill levels that Pennsylvania residents with a motorcycle license or permit can enroll in a free course to enhance their riding skills through the 2012 Pennsylvania Motorcycle Safety Program (PAMSP).</p>
<p> The program offers courses for new and experienced riders at approximately 69 locations across the state. Courses are offered now through October. A full schedule is available online at <a href="http://www.pamsp.com/">www.pamsp.com</a>.</p>
<p> “We are committed to helping riders meet the challenges and demands of operating a motorcycle by helping them improve their safety knowledge and riding skills through the Pennsylvania Motorcycle Safety Program,” said PennDOT Secretary Barry J. Schoch. “There is no substitute for proper training and technique when it comes to riding a motorcycle. These free safety courses are a great foundation in learning how to handle motorcycles in all types of road and weather conditions, and in making the roadways a little safer for everyone.”</p>
<p> New for the 2012 riding season is the Advanced Rider Course (RC), a one-day training session modeled after a military training course for licensed motorcyclists who wish to enhance their safety skills through attitude and enhanced awareness.  The course provides a minimum of 3.5 hours of classroom instruction and 4.5 hours of practical riding experience and will be offered at 12 locations statewide. Participants in the advanced course are required to use their own motorcycle.</p>
<p> Entering its second year, the 3-Wheeled Motorcycle Basic Rider Course (3WBRC), will again be offered in Butler, Lehigh and York counties. The 12-hour course includes four hours of classroom instruction and eight hours of practical riding experience. Students must provide their own three-wheeled motorcycle and protective gear.</p>
<p> The 15-hour Basic Rider Course (BRC) consists of five hours of in-class instruction and 10 hours of practical riding experience. It provides valuable training for new riders and gives experienced riders the opportunity to polish their skills and correct any unsafe riding habits they may have developed. Students taking the BRC are provided with a motorcycle and helmet; however, students are responsible for providing all other protective gear.</p>
<p> The six-hour Basic Rider Course 2 (BRC2) allows skilled riders to refresh their safety knowledge and hone their on-road skills. Riders taking the BRC2 are permitted to carry a passenger while practicing balance and steering techniques in a controlled environment. Students taking the BRC2 must provide their own motorcycle and protective gear.</p>
<p> All PAMSP courses are free to Pennsylvania residents who have a motorcycle learner’s permit or motorcycle license. All training courses are conducted on a riding range, under the management of certified rider coaches.</p>
<p> Motorcycle learner’s permit holders who successfully complete a course will be issued a motorcycle license. Those who successfully pass their skills test on a three-wheeled motorcycle will be issued a motorcycle license with a “9” restriction, meaning they are prohibited from operating a two-wheeled motorcycle.</p>

<p>Sellersville Borough operates the sewage collection system. Sewage collected is treated at the Pennridge Waste Water Treatment plant located off from Maple Avenue. Sewer charges are $45.00 per quarter minimum which includes the first 300 cubic feet of sewage usage.  After the first 300 cubic feet, the rate is $3.50 per 100 cubic feet.  After 50,000 cubic feet of sewer usage, the rate is $2.45 per 100 cubic feet. The Borough does not offer “credits” off of sewer bills for filling swimming pools.</p>

<p><strong>CURB-SIDE TRASH PICKUP</strong></p>
<p>Sellersville Borough offers twice a week curbside trash pickup under contract with Waste Management. There is an $85.00 per quarter charge assessed for this service.  More information regarding trash services and recycling  is available by clicking <a href="http://sellersvilleboro.org/waste-management/">here</a>.</p>
<p><strong>Sellersville Borough</strong> bills for <strong>sewer</strong> and <strong>trash collection</strong> on the same quarterly bill, payable to the <strong>Borough of Sellersville</strong>.  Payments may be made by mailing a check  to: <em>Sellersville Borough, 140 E. Church Street, Sellersville, PA, 18960</em>.  There is also a dropbox available for utility payments located by the front entrance to the Borough Hall at the above address.</p>
<p><strong>NPWA</strong> bills for <strong>water</strong> consumption on a separate bill payable to <strong><a href="http://www.northpennwater.org/">North Penn Water Authority</a></strong>, but on the same billing cycle as Sellersville Borough’s.</p>

			<content:encoded><![CDATA[<p><strong>Stormwater Runoff</strong><strong></strong></p>
<p>Stormwater runoff is generated when precipitation from rain and snow melt  flow over land and impervious surfaces and does not infiltrate into the ground.  Water runoff from streets, lawns, farms, and construction and industrial sites pick up fertilizers, dirt, pesticides, oil, grease and many other pollutants and discharge untreated into our lakes, streams and rivers.  This untreated discharge is detrimental to our water quality as it can adversely affect our drinking water supply and environment.  Stormwater runoff is our most common cause of water pollution.  Because stormwater pollution is caused by so many different activities, traditional regulatory control will only go so far.  Many <span style="text-decoration: underline;"><span style="color: #0000ff; text-decoration: underline;"><span style="color: #0000ff; text-decoration: underline;">Best Management Practices</span>  </span></span>(BMPs) such as requiring detention/retention/infiltration basins for new construction are already in place to help keep our water clean.</p>
<p><strong>Guidelines</strong><strong></strong></p>
<p>Sellersville Borough regulates stormwater management which goes above and beyond typical BMPs through a permit that is obtained from the <span style="color: #0000ff;"><a href="http://www.depweb.state.pa.us/dep/site/default.asp" target="_blank"><span style="color: #0000ff;">Pennsylvania Department of Environmental Protection (PA DEP)</span></a></span> through the National Pollution and Discharge Elimination System (NPDES) Phase II Municipal Separate Storm Sewer System (MS4).  This is a Federal requirement from the <span style="color: #0000ff;"><a href="http://www.epa.gov/" target="_blank"><span style="color: #0000ff;">United States Environmental Protection Agency (USEPA)</span></a></span> that is administered by the State.  The NPDES Permit has six minimum control measures that are to be regulated and enforced by the Borough.  These minimum control measures include:</p>

<p>SELLERSVILLE BOROUGH POLICY FOR</p>
<p>ACCESS TO OPEN RECORDS</p>
<p>&nbsp;</p>
<p>The purpose of this policy is to assure compliance with the Pennsylvania Right-to-Know Law, 65 P.S. § 66.1 et seq., as amended, to provide access to public records of Sellersville Borough, to preserve the integrity of Sellersville Borough records, and to minimize the financial impact to the residents of the Borough regarding the resources utilized in the receipt and processing of public record requests and the retrieval and copying of public records.</p>
<p>It is the policy of Sellersville Borough to require the presence of a designated employee when public records are examined and inspected and to charge reasonable fees for duplication. Sellersville Borough designates its Open Records Officer as responsible for assuring compliance with the Pennsylvania Right-to-Know Law, in accordance with the following guidelines:</p>
<p>1.    The Open Records Officer may designate certain employee(s) to process public record requests.</p>
<p>2.    The Open Records Officer is responsible for minimizing, where possible, the financial impact to the Borough regarding the resources utilized in the receipt and processing of public record requests and the retrieval and copying of public records.</p>
<p>3.    All requests for public records of Sellersville Borough under this policy shall be specific in identifying and describing each public record requested. In no case shall the Borough be required to create a public record which does not exist or to compile, maintain, format or organize a public record in a manner in which the Borough does not currently compile, maintain, format or organize public records.</p>
<p>4.    All requests for public records shall be submitted in writing on either the form provided by the Pennsylvania Office of Open Records or the Sellersville Borough request form which is posted on the Borough’s website. The form must be fully completed to be accepted. No verbal or anonymous requests will be accepted.</p>
<p>5.    Record requests may be submitted to the Open Records Officer in person, by mail, by email, or by facsimile. Requests submitted after regular business hours shall be deemed to be received on the next business day.</p>
<p>6.    All officials and employees of Sellersville Borough shall immediately forward any public record request they receive to the Open Records Officer.</p>
<p>7.    The Open Records Officer shall make a good faith effort to determine whether each record requested is a public record, whether the agency has possession, custody or control of the identified records and, if so, whether it is subject to access.</p>
<p>8.    The Open Records Officer shall respond to the requester within five (5) business days from the date of receipt of the written request. If the Borough does not respond within five (5) business days of receipt thereof, the request is deemed denied.</p>
<p> <br />
9.    The response provided by the Borough shall:</p>
<p style="text-align: left;">     (1)     approve access to the public record;</p>
<p style="text-align: left;">     (2)     state that the request is being reviewed and more time is needed;</p>
<p style="text-align: left;">     (3)     approve/deny access in part; or</p>
<p style="text-align: left;">     (4)     deny access to the record. All responses to a public records request   shall be signed by the Open Records Officer.</p>
<p>10.    If access to the public record requested is approved, the public record shall be available for access during the regular business hours of the Borough. The Open Records Officer shall cooperate fully with the requester, while also taking reasonable measures to protect public records from the possibility of theft and/or modification. The presence of a designated employee<br />
is required when public records are examined and inspected.</p>
<p>11.   Fees for duplication of public records shall be as follows:</p>
<p>     a.    Photocopying: 25 cents ($0.25) per page.</p>
<p>     b.    Duplication of public electronic and/or tape records: actual cost to the<br />
Borough for duplicating the public record.</p>
<p>     c.    Certified copies: $5.00 per record.</p>
<p>     d.    Postage: actual cost to the Borough of mailing the public record.</p>
<p>The Borough may in its discretion waive or reduce fees.</p>
<p>12.    In the event the estimated cost of fulfilling a request submitted under this policy is expected to exceed $100.00, the Open Records Officer shall collect an estimate of the expected cost in advance of fulfilling the request to avoid unwarranted expenditure of Borough resources.</p>
<p>13.    If an extension of time is reasonably necessary for the Borough to respond to a request, the Open Records Officer shall send written notice to the requester within five (5) business days of receipt of the request for access. The notice shall identify the applicable reason(s) for the extension as set forth in the Right-To-Know-Law, as amended, and the expected response date, which shall not be in excess of thirty (30) days of the notice date. If the Borough does not respond within thirty (30) days of the notice date, the request is deemed denied.</p>
<p>14.    If access to the record requested is denied, whether in whole or in part, the notice provided by the Open Records Officer shall be in writing and shall include:</p>
<p>     a.    A description of the records requested.</p>
<p>     b.    The specific reasons for the denial, including a citation of supporting legal authority.</p>
<p>     c.    The typed or printed name, title, business address, business telephone<br />
number, and signature of the Open Records Officer on whose authority the denial is issued.</p>
<p>     d.    Date of the response.</p>
<p> <br />
     e.    The procedure to appeal the denial of access under the Right-To-Know-<br />
Law.</p>
<p>&nbsp;</p>
<p>15.    If a written request is denied or deemed denied, the requester may file an appeal with the Pennsylvania Office of Open Records within fifteen (15) business days of the mailing date of the Borough’s notice of denial, or within fifteen (15) days of a deemed denial. The appeal shall state the grounds on which the requester asserts that the record is a public record and<br />
shall address any grounds stated by the Borough for denying the request.</p>
<p>16.    This policy shall be posted conspicuously at the Sellersville Borough building and on the Borough’s website together with contact information for the Borough’s Open Records Officer, contact information for the Office of Open Records, and the Borough’s request form.</p>
<p>17.    This policy shall take effect immediately.</p>

<p style="text-align: left;"><strong>Parade:</strong>  The annual <strong>Memorial Day Parade</strong> will be held in Sellersville on <strong>Saturday, May 26th</strong> beginning with a 9:00 a.m line-up at the former U.S. Gauge &#8211; Ametek parking lot at E. Clymer Avenue and Diamond Street.  The parade is scheduled to begin at 10:00 a.m.  The parade route begins on South Main Street at the E. Clymer Avenue intersection and proceeds north to Temple Avenue, then unto the Walnut Street entrance into Lake Lenape Park where the there is a closing ceremony at the Veterans Memorial.</p>

<p>Lake Lenape park offers a macadam bicycle/walking path, small play area, comfort stations, one regulation ballfield and three smaller fields. The park also features a 9 hole disc golf course.  At the North Main Street side there is a Veterans Monument honoring those citizens who have served our country. Also located within the premises is a community building which is used by various civic groups throughout the year.</p>

Sellersville residents are provided twice a week pickup for waste and once a week pickup of recyclables on the 2<sup>nd</sup> pickup of the week. The pickup schedules are by districts. Districts 1 and 2 have household trash pickups on Tuesday and Friday and recyclables are picked up on Friday. District 3 has household trash pickups on Monday and Thursday and recyclables are picked up on Thursday.</p>

<p><em>Refuse collection begins at 6:00 A.M. in the morning</em></p>
<p>You may place your refuse at curbside, no earlier than 6:00 P.M. the night before your scheduled collection day.  Household waste containers should be between 20-35 gallons and may not exceed 50 pounds in weight when loaded.  Multiple containers may be placed out on pickup day. Use only sturdy plastic or metal containers with handles and detachable lids.  Do not use cardboard boxes for trash containers as they can become damp and fall apart at the curb. Recyclable materials are picked up on the last pick-up day of the week in your collection cycle.  Recyclables should be placed in a recycle bin or a container clearly marked as “Recyclables”.  Any wood should be bundled (less than 4 feet in length) with nails removed.  <span style="text-decoration: underline;">Small</span> amounts of construction debris from homes can be placed with household waste.  Size and preparation limits still apply.</p>
<p>For large renovations, building contractors should contact <a href="http://www.wm.com/facility.jsp?zip=18960">Waste Management</a> or another reputable hauler for the removal of debris via commercial collection services.</p>
<p><em>Broken glass hidden in a can is a constant danger to the collectors.  Glass windows or doors must be taped across all areas and on both sides. Please do not put glass or long metal items in plastic bags!</em></p>

<p><strong>Paper: </strong>Newspaper, magazines, phone books, catalogs, cracker and cereal boxes, cardboard (flattened)</p>
<p><strong>Glass:</strong> Bottles and jars</p>
<p><strong>Metal:</strong> Food and beverage cans</p>
<p><strong>Plastics:</strong>  Any household plastic bottles or containers with recycling #1 – #7 stamped on it</p>

<p>Place <strong>ALL RECYCLABLE ITEMS TOGETHER</strong> in a separate container clearly marked <strong>“RECYCLABLES”</strong>.<strong> </strong>Please remember to rinse items before placing them in the bin. Lids are acceptable for recycling.</p>

<p><strong>Big Items</strong><br />
Bulk waste, big items; such as TV’s, washer/dryer, furniture, etc. will be collected along with your second regular collection of each week- that is:<br />
South Side &#8211; Along with Thursday’s regular collection<br />
North Side &#8211; Along with Friday’s regular collection</p>
<p>There is a limit of one bulk item per week.</p>
<p>Refrigerators, freezers, air conditioners, dehumidifiers containing CFC’s are collected <strong>by appointment only and a fee will be charged. </strong></p>
<p><strong>Unacceptable Items</strong></p>
<p>Liquid wastes of any kind will NOT BE ACCEPTED for collection.  All paint containers must be completely dry and lids removed. Household hazardous wastes (HHW) such as: gasoline, waste oil, non-latex paints, varnish, thinners, pesticides, drain cleaner, pool chemicals, bottles gas, car or truck parts are not permitted with regular household waste. Bucks County provides drop off days for HHW materials. There are only six (6) Holidays upon which no refuse collection will be provided:<br />
New Year’s Day , Memorial Day, 4th of July, Labor Day, Thanksgiving Day, Christmas Day</p>

<p>Borough Council, composed of seven elected members, has vested with it all the legislative powers of our Borough. All legislative and policy decisions concerning our community are made during the monthly public meetings. The term of office for councilors is four years and there is no limit to the number of years a person may serve. Every two years, Council selects a President, Vice President and President Pro-Tem to serve as their executive officers.</p>
<p>Borough Council meets the 1st Monday after the first Tuesday of each month at 7:30 PM. Meetings are held at Council Chambers Sellersville Borough Hall 140 East Church Street.</p>

<p style="text-align: left;">The annual <span style="color: #000000;"><strong>Memorial Day Parade</strong></span> will be held in Sellersville on <strong><span style="color: #000000;">Saturday, May 26th</span></strong> beginning with a 9:00 a.m line-up at the former U.S. Gauge &#8211; Ametek parking lot at E. Clymer Avenue and Diamond Street.  The parade is scheduled to begin at 10:00 a.m.  The parade route begins on South Main Street at the E. Clymer Avenue intersection and proceeds north to Temple Avenue, then unto the Walnut Street entrance into Lake Lenape Park where the there is a closing ceremony at the Veterans Memorial.</p>
